Senior Engineer/Project Manager
Job Description:

E3R, Inc. is seeking candidates to fill a Senior Engineer/ Project Manager (SE/PM) position at NIWC Pacific. The SE/PM shall provide technical and engineering services to assist and support the NAVWAR CTO in carrying out its duties and responsibilities to develop technical capabilities that support warfighter requirements. The SE/PM shall engage with DoD and DoN agencies and organizations, academia and industry to provide technical and operational analysis to foster CTO led Science and Technology (S&T) initiatives. The SE/PM shall perform technical writing and prepare technical input, documentation, presentations, reports, schedules, milestone charts, strategy plans and metrics, and related written products as required by the CTO.

Position Requirements:

• Support the CTO in identifying, developing, assessing and transitioning new concepts and technologies into NAVWAR product lines that enable the Navy’s Information Warfare (IW) vision. Identify appropriate transition programs and policies that enable successful and rapid transition of concepts and technologies into NAVWAR products, the role specific technologies will play in improving warfighter capabilities, and potential and existing external partnerships with industry, academia, and the acquisition community. Develop and maintain metrics in the areas of innovation and technology transition.
• Conduct qualitative research to make strategic recommendations that directly impact the actions and decisions made by the CTO on future technology investments. Oversee development, implementation, execution, and data analysis for S&T objectives that meet warfighter requirements and track performance measures and initiatives development, data collection and distribution, and gap analysis for S&T objectives.
• Support the development of the IW S&T Framework, outlining the action plan to complete technical assessments, development of communications plans/approaches. Assist in conducting mapping of capabilities to achieve NIWC Pacific IW vision.
• Assist with the preparation of presentations, written communications (whitepapers, analyses, handbooks, job-aids), and display of information on department web or Hub spaces. Familiarity with external and internal databases as well as SharePoint/Wiki sites (STAIRS, NSERC, NAVWAR Wiki)
• Ensure information pertaining to assigned contractor personnel are reported to the Contracting Officer Representative (COR)/Technical Point of Contact (TPOC). Track and prepare monthly Contractor’s Progress, Status and Management Report and other required CDRLs.

Desired Knowledge, Skills, Abilities:

• Bachelor’s degree in Engineering or Sciences
• Program management skills, such as tracking deliverables properly and on time.
• Ability to work well with individuals and teams at all levels (including interaction with Flag/SES)
• Strong ability to generate solutions to meet business needs, excellent time management skills
• Demonstrated strong and effective verbal, written, and interpersonal communication skills
• Detail oriented with strong analytical problem solving skill

Experience Desired:

• NAVWAR/SPAWAR or Military experience
• Executing and managing S&T portfolios, experience reviewing S&T proposals and initiatives working in the engineering or IT industry. Experience facilitating an organization’s innovative concepts and technologies to promote IW capabilities.

Security Clearance Requirement: Active DoD SECRET clearance, eligible for TOP SECRET clearance.

Travel Requirements: This position requires travel to locations within the continental United States.

System Administrator
Job Description:

Skills/knowledge to act as a system administrator. A self-starter who can act as a system administrator of systems and having some UNIX/LINUX basic understanding would be nice. Having an ability to troubleshoot systems and install applications, following installation guides is important.

Desired Skills/Knowledge:

• Knowledge in Network Engineering DOD architecture and network design (Basic Level)
• Skilled in System Administration of network operating systems such as
• Windows Server, Windows 10, Windows 7, UNIX and Linux (Basic Level)
• Ability to perform directed tasks without direct supervision
• Ability to take strategic guidance and independently derive needed tasks.
• Ability to travel overseas (Approx. 20%)
• *Network + or Security + Certification

Nice To Have Skills/Knowledge:

• Knowledge of STIG configuration standards for DOD IA-enabled systems (Basic Level)
• Knowledge of ACAS scanning of network systems (Basic Level)
• Knowledge in Navy CMS procedures and handling CMS (Basic level)
• Knowledge of Cisco Switches and Routers (Basic Level)
• Skilled in performing STIGs on information systems (Basic Level)
• *Active Secret Clearance required
• *UNIX/Linux Certification
