Opportunity, San Diego, CA; C2E2 Business Analyst II/III
Job Description:

E3R, Inc. is seeking candidates to fill a Business Analyst II/III position. The analyst will support the Command & Control and Enterprise Engineering (C2E2) Department at Naval Information Warfare Center (NIWC) Pacific consists of over 750 personnel with primary locations in San Diego, Omaha, Colorado Springs, and Suffolk VA. The C2E2 department provides research, prototyping, engineering, software development, integration, test and evaluation, and long-term support for Command and Control, Business and Force Support, Enterprise Engineering, and Test, Evaluation & Certification capabilities. The Business Analyst shall support C2E2 competency program management efforts to include strategy development, statutory requirements, policies, workforce development, strategic market research, and plans related to competency, services, data, and risk management.  Tasking may include strategic analysis of workforce needs against customer demand and assistance creating a planning cycle; development of competency workforce hiring plans; coordination of training; and competency workforce retention strategy.  In addition, the contractor shall support the competency in data analysis and visualization concerning business and process effectiveness.

Responsibilities Include:

• Developing reports and conducting analysis to include: collecting data, performing market research, identifying alternatives, providing recommendations, and documenting findings in written or presentation format. Example efforts include but are not limited to: outlining the action plan to complete the C2E2 development model, preparation of proposals for future facilities requests, development of communications plans/approaches, identification of industry best practices relevant to C2E2, support for SMEs in development of business and recruitment plans, etc.
• Assisting with the preparation of presentations, written communications (whitepapers, analyses, handbooks, job-aids, etc), and display of information on Department web spaces. Example efforts include but are not limited to: support for preparing briefing materials to all hands, development of one-sheet summaries of mentoring tips, posting of relevant C2E2 information on our Hub space, etc.
• Performing facilitation of group and individual discussions to collect information, identify alternatives and/or to assist the group in reaching a decision.
• Developing and reporting project status to include developing and maintaining schedules and associated tracking tools (lists of actions, assignments, prioritized deadlines, etc) to facilitate C2E2 management operations. Identify and assist in de-conflicting overlaps or issues.

Desired Knowledge, Skills, Abilities:

• Knowledge of management best practices at NIWC Pacific
• Ability to perform research and define alternatives
• Ability to successfully facilitate group discussions
• Ability to take collected information and turn it into communications suitable for different levels of the organization
• Ability to work well with individuals and teams, and with personnel at all levels of the organization (including regular interaction at the GS-15 level)
• Skilled in providing project status and reporting mechanisms
• Ability to operate with limited direction

Experience:

Working with NAVWAR/SPAWAR or NIWC Pacific; 3-5 years’ experience working in the engineering or IT industry

Education:

Bachelor’s degree Engineering or Sciences, preferably with MBA

Security Clearance Requirement:

Must be a U.S. citizen; SECRET or be able to obtain an interim SECRET security clearance which requires a background investigation

Job Description:

E3R, Inc. is seeking candidates to fill a Small Business Innovation Research (SBIR) Support Analyst I/II position at NAVWARSYSCOM. The NAVWAR SBIR Program supports scientific excellence and technological innovation through the investment of Federal research funds in critical American priorities to build a strong national economy. Through a competitive awards-based program, SBIR enables small businesses to explore their technological potential and provides an incentive to profit from its commercialization. The SBIR Program Support Analyst will assist the SBIR Office in stimulating technological innovation that meet Federal research and development needs, and assist in administering the NAVWAR SBIR program.

Responsibilities include:

• Develop, maintain and support SBIR Program web resources including, but not limited to, Wiki, Computer-Based Training, SharePoint, Blogger, Atlassian (JIRA), and website design
• Configuration management of wed resources and document repository
• Create documents/forms in various formats, to include Adobe PDF. Review completed forms and documents for accuracy
• Conduct training and knowledge management efforts (i.e. development of training modules, fact sheets, brochures, etc.)
• Maintain quality assurance of contract award packages and their various components

Desired Knowledge, Skills, Abilities:

• Awareness of all Small Business Administration and SBIR pertinent policies and procedures
• Strong team-working and team-building skills
• Financial management (fund tracking and projections)
• Microsoft Office proficiency
• Excellent written and communication skills
• Program management skills, such as tracking deliverables properly and on time
• Understanding of and Interface skills with small businesses is a plus
• Awareness of all Small Business Administration and SBIR pertinent policies and procedures
• Strong team-working and team-building skills

Experience:

1-3 Year’s Experience managing cross-functional projects

Education:

Bachelor’s degree in Business, Communications, or Finance preferred

Security Clearance Requirement:

Active Secret or Active within the last 2 years
