Job Description:

The Mid-Level Software Engineer will provide technical management support for various DARPA science and technology projects at SPAWAR Systems Center Pacific (SSC Pacific), including the development of CDMaST, ABII, and Blackjack within SSC Pacific’s Defense Advanced Research Projects Agency (DARPA) Experimentation Environment. The software engineer will support the government technical manager in developing an assessment toolbox (writing software code to ingest/extract data, data integration/processing and technical report generation); and developing widgets, tool boxes, and other code for the DARPA Experimentation Environment at SSC Pacific.

Requirements:

• Proficient in coding Standards, JSON, Python, and C++.
• Experience developing an assessment toolbox, including writing software for data ingest, data processing, and report generation.
• Experience developing widgets, tool boxes, and other code.
• Experience with LINUX and Windows.
• Experience providing system and software engineering subject matter expertise including coding standards.

Job Description:

E3R, Inc. is seeking candidates to fill a Data Analyst / Validator position at SSC Pacific. The Data Analyst provides key direct, cross-Center competency, and cross-functional analytical support of the Science and Technology Alignment and Investment Reporting System (STAIRS) database. STAIRS is a SPAWAR corporate database that is an effective solution for capturing and analyzing projects as they move from concept to fielding over multiple fiscal years. In this role, the candidate will be responsible for interfacing with various Principle Investigators (PIs) and Project Managers (PMs), acting as a liaison for the STAIRS Technical Team; regarding project data entry, analysis, and reporting techniques and methods. The STAIRS Data Analyst should be knowledgeable of database systems and familiar with SSC Pacific work to understand where the data is coming from, why the data is being used, and how it can improve tracking of projects to broader transition opportunities and minimize manual data collection. STAIRS can validate data while it is being entered into the system. The main purpose of data validation is to ensure that data entered into STAIRS is sensible and generates accurate reports.

Requirements:

• SharePoint database experience to include content management.
• Experience evaluating and analyzing data entered and collected, while verifying acceptability of the data and compliance with protocol.
• Experience assuring data validity and identifying opportunities for improvement of data collection within SharePoint; as well as evaluating and analyzing validation data for accuracy and adequacy.
• Experience reviewing qualification/validation projects for completeness and accuracy, compliance with processes and procedures, and accurate data analysis.
• Experience Interacting and advising Program Managers on data collection and reporting and creating meaningful reports for use by the CTO & Corporate Leadership to make data-driven investment decisions, and improve transition planning.
• Able to effectively communicate and troubleshoot technical issues related to databases and interfaces, as well as communicate with mangers on issues impacting project data.
• Experience providing both one-to-one and formal training to database Guest Users, Technical POCs, and Approving Officials including project data entry, analysis, reporting, and benchmarking.
• Understands and builds quality metrics/reports using multiple database tools.
• Experience participating in meetings as the validation representative for planning, scope development, design, construction, qualification, validation and administration via SharePoint.

Job Description:

E3R, Inc. is seeking candidates to fill a PMW150 MTC2 Project Controls Support position at SPAWAR Systems Center Pacific. Maritime Tactical Command and Control (MTC2) is a Navy Command and Control (C2) program that will deliver Battle Management Aids (BMA) and Maritime Planning Tools (MPT) to dynamically plan, direct, monitor, and assess distributed maritime operations as part of exercising C2 of Navy, joint, and coalition forces in the maritime domain. MTC2 will synthesize information about the battlespace allowing U.S. Navy Commanders and their staffs to coordinate quickly and act on that information to achieve decision superiority.
This position will provide business/technical area expertise to assist in developing and implementing the Navy ERP reporting structure. Review and provide recommendations of current and planned implementation procedures to ensure a successful refresh and update of Navy ERP. Attend planning meetings, strategy sessions, technical refresh sessions and provide documentation as requested. Provide support in the areas of strategic planning and analysis required for accomplishing program milestones and goals to support management in the decision-making process. Develop the performance tracking methodologies and work with program/project managers and technical personnel to ensure uniform application and procedures. Maintain Resource Tool to track the discrete deliverables and level of effort tasking while ensuring alignment with Navy ERP, Schedule and Cost plans. Participate in baseline change processes and ensuring all resource tools are updated to reflect changes. Develop methodology, process and tools to produce an overall Program Estimates at Completion (EAC). Generate monthly reports analyzing data from Navy ERP and the Integrated Master Schedule. Support Major Program Events and data calls by providing analysis. Assist with analysis, maintenance and improvements in performance measurements and metrics. Assist in performing program monitoring and control efforts, including critical path management, planning and preparation for critical events, and establishment and implementation of other control methods tailored to requirements. Prepare briefing materials/issue papers/point papers/ad hoc reports as requested. Draft and provide recommended responses to Navy, DoD and other government agency questions or requests for information. Develop and leverage Cost and Scheduling tools to develop and manage a time-phased baseline of budgets and resources to assist in strategic planning and implementation planning. Generate a tailored Integrated Program Management Report (IPMR) Format 1, and an Estimate-At-Completion on Fund Executions.

Requirements:

• Experience providing business/technical area expertise relative to the Navy ERP, and other resource tracking tools.
• Experience providing support in the areas of strategic planning and analysis, including performance tracking methodologies, required for accomplishing program milestones and goals.
• Experience generating and analyzing data from Navy ERP and Integrated Master Schedules.
• Experience assisting with analysis, maintenance, and improvements in performance measurements and metrics.
